I’m not trying to argue but I don’t see or taste cheese in that dish.  Perhaps, by the other half of that definition, it’s a “light browned crust of breadcrumbs”, not melted cheese.

 

 For instance, here is a scallop gratin recipe from Food Network that has no cheese.

We loved them too and when we told our server that, she brought us an entire basket and said we could have as many as we wanted because no one else liked them!
