Exactly.  Not just on HAL either.

 

Take a look at some cruise line web sites or worse, their accounting systems, their on board customer IT systems, or their on board internet.   Then consider whether they have the skills to implement  something else.

Money is king. If the CDC still has cruising locked down in the US while other parts of the world are sailing again, it changes the equation. HAL etc. will follow the dollars and sail out of the ports that allow them to have some  sort of cash flow to survive. Better to sail with a reduced number of CC members among their passengers than with none at all.

Well, that certainly depends upon how profitable the reduced number of CC members that might be.  The costs include both a fixed cost not depended upon the number of passengers and variable costs that depend upon the number of passengers.  Revenue is mostly dependent upon the number of passengers. IOW, there is a lower limit on the number of passengers or the cruise line loses money.
