Fly Fishing At Port?

Just booked our first cruise with Carnival out of Miami in may. We will be going to Nassau, Half Moon Cay, and Grand Turk. I was considering bringing a fly fishing rod as I have never done saltwater fly fishing. Has anyone done this on a Cruise? Not wanting to pay for a excursion to go “catching”. Just planning on wondering the shallows with a fly rod to see what I can catch (catch and release of course). Would I need a license, particularly on Half Moon Cay since it’s a private island?
