Will they be able to sail their larger ships?

Only the Duchess seems to be under 250 when you add passengers and crew. Will the CDC allow the other ships to sail, especially the Queen which is their largest ship?

Are they sailing all their ships including the much larger Queen? How are they getting to 166? Is it by eliminating the least expensive cabins?
