If the cruise ship restrictions are still in effect, and a ship with a capacity for 2500 passengers has 1000 passengers aboard, would it be permitted to dock?  Has this possibility even been discussed?

This was a component of the bill that was voted for so I think there's no discussion to be had

 

Prohibiting cruise ships with a capacity of 1,300 or more persons.
YES: 7,852 (61%)
NO: 5,087 (29%)

Thank you.  I was thinking specifically about the next few months, when ships are frequently sailing with greatly reduced numbers, in which capacity might not be the appropriate factor.
