Rules regarding Young Adults in own stateroom?

What are the rules regarding a 19 year old and 14 year old sibling in their own stateroom?  Do they have to be adjoining parents room, connecting to parents room, across the hallway from parents room, or it doesn’t matter as long as they are on the same ship as parents?  We are looking at Celebrity and HAL.

Each line has its own requirements. Usually the cabins have to be within a couple of doors of each other, or across the hall.
