Typically the resident rates don't include any of the perks.

My go-to-the-most TA does offer the Always Included packages underneath the standard fares. Don't know about "current" but I've seen that fare option quite often. If it doesn't show, I would call. My question would be, why would AI fares be included in one discount rate but not another?

Booked a Celebrity cruise while onboard  the Edge in September.  While checking prices, online recently,, I noticed the Florida Residence discount on m ynew cruise,, so I called and spoke to Celebrity.  At first, I was given the additional discount, then apparently the computer wouldn't cooperate with the Always Included perks.  I was told choose  one or the other.  Price wise about the same in $$ value.  I ended up staying with the Always Included plan.
