Cruising out of Pan American Pier next year and looking into a precruise hotel.

Does anyone have any preference between these two. They both seem reasonably priced and close by.

If on a budget, requiring a stay for one night at a decent hotel, then consider CasaBlanca.  Inside OSJ and close to many restaurants and bars.

We stayed at the Courtyard by Marriott in Miramar in Oct 2018. We were budgeting and liked that Miramar was closer to OSJ than the pre-cruise hotels we had been staying at before in Isla Verde. The hotel itself was just fine, and we found the restaurant 'Comedor' to be excellent for all meals. We enjoyed the little gourmet market diagonally across the street for coffees, snacks and takeout.

However, it may be because we were there a couple of years post- Hurricane Maria, but we found ourselves a bit uncomfortable with the number of panhandlers in the immediate area. The following year we stayed at the Decanter Hotel in Old San Juan and loved everything about it.

We booked the Miramar as it seems adequate for a one night pre-cruise stay. For a bit more money (assuming you go the pre-pay route), the Courtyard seems like a nicer property.
Since two couples booked BOGO airfare, they have no idea how late they’ll get in, so the cheaper alternative prevailed.
