Can you snorkel at Lovers Cove Catalina unguided?

Do you have to take a tour to snorkel at Catalina or can you just walk in from shore and snorkel Lovers Cove?

All beaches in CA are public so in theory you could walk to Lovers Cove to snorkel, but there isn't much of a "beach" there, just a tiny, rocky area that disappears at high tide. That is why most of the snorkeling is off boats. Plus the water is freezing, even in Summer.

 

But in theory, you can.

I think a glass bottom boat ride is easier and warmer 😅

We just did the sub tour and I think they said snorkeling there was restricted
