Port times

Although it varies a bit, the times are when the ship arrives and departs the port. You can count on at least 30 minutes on arrival before the ship is cleared to go ashore and the ship will set a "be back on board time", as well.

As already mentioned it is the arrival time in in the port.  Varies, as some ports they may pull in earlier, but you can usually disembark about an hour after the arrival, sometimes earlier.  It all depends on the clearing the ship.

just if. It’s to the OP, if it is a tender port, it can take a couple of hours after they drop the anchor to disembark, sometimes even longer.  
if you are booked on a ship sponsored tour, they will allow your group to disembark in a timely manner.  Otherwise, you might be waiting a while to board the tender.
