It is definitely too far to walk from the cruise port to the town, and may not even be worth walking the 1.5 miles to the light rail station. Taxis from downtown (ferry building) to the cruise terminal were few and far between - allow plenty of time. We had to wait 45 minutes get a taxi and spend another 45 minute in traffic. Follow post #26 instructions, Japanese are very helpful, there are Starbuck, MaxValu superstore, and Don Quijote (Japan Walmart) in the mall, if they offer tax-free shopping, staffs do understand simple English.
