The street fair you're probably talking about is free to the public. It's called Harbour Night and it's held every Wednesday night on the streets of Hamilton. It's a typical street fair and very enjoyable, music, crafts etc.

Don't Stop The carnival is about $75 pp and is held on Hawkins Island, a short boat trip from Hamilton. It's a 3 hour non-stop all you can eat and drink party. It can usually be booked through the ship or on your own through the Hawkins Island web site. The boat that takes you to Hawkins Island is docked within a short distance from the cruise lines in either Hamiltom or the Dock yard. It's held 3 nights a week, but I'm not sure which 3. Definitely a do not miss if your looking for a great time. The party actually starts when you get on the boat heading over to the island.
