Does SPLENDOUR have CELL PHONE service? Cost per minute? Does it work in the Med?

We have a quad-band cell phone which is supposed to work anywhere in the world there is cell phone service.

 

Wondering if anyone knows if you can use cell phones on the Splendour, and if so, the cost per minute? We have T-Mobile and heard it would be $4.99 per minute. Does that sound correct?

 

And, I take it, this service will work while cruising the Med also?
