Belize vs Costa Maya Scuba??

I am not a diver but my travel companion is. She has dived at Cozumel many times [Palancar, etc], as well as several other Caribbean locations. Our cruise this year goes to Coz, Costa Maya, and Belize. She plans to dive in Coz again, but wondering which of the other two is better. Those of you who have been diving in Costa Maya and Belize, which would you choose if you were doing one or the other? Also, whiich operators do you recommend in these locations? Want to avoid the cattle boat experience that the ship excursions offer!!

but if you are` going from belize city, do costa maya with Maya Palms, smaller and better diving and not as fara trip to get to the diving, the reef is the "same", but groups are smaller :)
