Passports for 1-nighter?

One thing I have wondered about: I thought that the Jones Act required a foreign flagged ship to dock at at least one foreign port. How do the 1 night cruises comply with the Jones Act, since they don't dock at any foreign ports?

 

The Passenger Services Act, not the Jones Act, only requires foreign flagged ships to visit a foreign port when the ship stops in any other US port. On one night sailings, the ship doesn't stop in another US port, so a visit to a foreign port isn't required.

Are they required?

 

Just came back from a 1-nighter and only required a photo id and birth certificate; birth certificate only was required for my 12 year old. (BTW - the passport requirement for sea travel that was to go into effect Jan.'07 has been extended to Jan '08)
