Cell phones on Enchantment

Does anyone know if Enchantment is eqipped for cell phone usage? From what I've read, if the ship is equipped for cell phone usage, even if you have your phone turned off, you will be charged if someone tries to call you. I had wanted to bring my cell phone with me in order to keep in contact with my mom when we separate at ports, but don't want to get charged for other stuff (like wrong numbers)!:eek:
