The Sanctuary sounds delightful but is it all covered over or can you still get sun there?

The sanctuary on the CB offers both! There are areas that are more covered and shaded, and other areas where you can get full on sun. They limit the number of people who can access the sanctuary per day so it tends to be quieter there. And the lounge chairs have big cushions.
