At any time prior to sailing you can pay the differential to upgrade, at the rate in effect at that time. One common strategy used lately, is to use a price drop to "fund" the upgrade. Hope this helps!

We just did the upgrade after full payment for our upcoming April 18th cruise. Because this cruise is so well priced we decided to change from a Conceirge class balcony room to a Celebrity suite. No problem just paided the difference. I beleive you can also do this at the pier and it is sometimes a better price than Celebrity direct.
