Any City buses going to Peggy's Cove?

I want to spend time in both Halifax and perhaps a visit to Peggy's cove, but on the cheap! Any ideas? Cruise ship will be in on a Thurs 7a-6p ships time. Also, suggestions on best time to go (morning or afternoon) considering crowd in mid-September?

Thanks for your cost-cutting advice :)
