Need suggestions for best way to get from Nawiliwili NCL dock to Kapaa....

We have a kayak tour planned for our 1st day in Kauai, and need to get from the NCL dock in Nawiliwili to the Wailua River Marina in Kapaa. The ship's arrival time is 10am, and our check-in time at the marina is 12:15pm, and are wondering what would be the most sensible way for us to get back and forth from Kapaa. I talked to our Tour operator about the "Hop on, Hop off" bus, but their website was a labyrinth. So...would anyone have any suggestions?

I would rent a car. Our car rental was very quick in every port and its nice to have your own way to get around.
