My wife & I organised our own tour of St Petersburg over 2 days via Alla Tours, with a guide and driver. We actually booked this the day we set off from the UK!! YOU DO NOT HAVE TO TAKE CRUISE TOURS!!

No visa was required, and although the cost for 2 people was 50% more than the Balmoral's own 2 full day tours we could adjust our itinery, stop where we wanted, have local beer/food, and not wait for a coach load of people. I would recommend this to anyone BUT try to get 4 or more to reduce the cost. Our guide was Olga Miheyeva and her english was excellent and her knowledge of museums, history etc was incredible.
