  1. Private transportation companies with regular licence can enter within port area for pickup and dropoff, as I can know..

Uber is another case; they are not companies with regular licence for people transportation, they are private people with a regular driver licence that not permit people transportation for commercial use; so it's normal they are not entitled to enter in airport / port areas destinated to public or regulated services.

Talking about Uber, they don't have an insurance policy that cover third parties issues in case of commercial use, so I do not thinks it is a great idea to save a couple of bucks assuming that risk.

There are a lot of options: private transfers companies, rank taxis and also taxis with online reservation; In Barcelona I used 3 or 4 times booktaxibcn , new cars, polite and english speaking drivers

  2. Hi, the best option is to take People Mover from Cruise Terminal to Piazzale Roma and then public transport (ACTV) or private water taxi (expensive but unforgettable experience, these guys are the best!! www.booktaxivenice.com ).

Don't take a boat or taxi direclty from cruise terminal because there are only a few small docks for embarkment and normally a lot of people are queuing there.

Other option is takinf the people mover and then walk from Piazzale Roma to San Marco (30-40 minutes more or less). You can take the "touristic" route (arriving to Piazzale Roma, taking to the left) by Santa Lucia Station, Strada Nova until Rialto and San Marco; or you can take an alternative route by Ca´Foscari, Accademia and San Marco.

It's really awesome, I suggest to take a walk.
