I don't know about RCI, I'm sailing NCL so it might be different, but I am doing the same thing for a cocktail/hors deourve reception. Are you booked as a group? Since we're having our ceremony privately on St. Thomas, our TA told the group booking representative that we wanted to have a cocktail party as a group (not a wedding) and she got back to us in about a day with a time and place. We wanted it to be later than the time she offered, and two days after, my TA called me back to say that they could do it during the time we wanted. Instead of going to the events department, it might help just to go through the group depatment.
