Hi Jeff, maybe it has something to do with Canada being the terminal port, I don't know. In our limited reading of the vessel act parts so far, it sounds like all kinds of cruises are short of being legal. Foreign ports in Mexico, Canada, Bermuda, and Central America don't count as "Distant" foreign ports.

We wanted to sail from Seward, Ak to Vancouver, Canada and then return to Seward. NCL says it would be fine, but the travel agent and her manager both say it is a violation of the Passenger vessel act or Jones Act ( Maritime law): something about US customs not allowing it. I don't understand the issue at all. We are totally willing to completely get off and reboard if necessary.
Can anyone validate that it is not allowed and explain why? Thank you

CHIRAN & SAKURAJIMA from Kagoshima cruise port
I organized a FANTASTIC tour for 20 people to visit Chiran (50 min away from Kagoshima). Finding affordable transportation in Japan is really hard. With perseverance and luck, I found “Global Sales E” and corresponded with Ken. Ken was an awesome young man (we met him in Chiran) and his English is impeccable. He replied to my emails very quickly.
This was our 8.5-hour itinerary:
1-) Chiran Museum
2-) Chiran Samurai Houses/Gardens
-Bought lunch at convenience store and ate in the bus so we would not lose time...
3-) Ferry from Kagoshima to Sakurajima
4-) Sakurajima volcano (3 stops)
5-) Ferry from Sakurajima to Kagoshima
6-) Back to the cruise ship
I would recommend this bus company to anyone. I had to pre-pay for the whole bus and the other cruisers mailed me cheques or paid through PayPal. It was quite easy and we could not have had a better quality/price tour.
Tour includes: bus- gas- parking- highway fees- ferry for mini bus and passengers-insurance
Tour does not include: Chiran Peace Museum entrance fee of ¥500, Samurai Residence entrance fee of ¥500 and lunch.
Holland of America did not offer both attractions: Chiran and Sakurajima. We did not have a guide but we did not need one.
The Canadians!😎
This was a great day. So thankful to do it with such fun group of people we met through Cruise Critic. You did a fantastic job setting up the tour and finding such a great company to work through at a great price.
Why is a turn around cruise (back to back) from Alaska not allowed?

I like the idea of having our agent verify their beliefs with NCL. We know too little and they can hash out the differences. Thank you!
The travel agent is closed now so I can update tomorrow - maybe.
