Hurricane Harvey canceled our whole cruise-100% refund plus the 25% off a future one. Carnival really did handle it well and thought about everyone's safety. Was disappointing but we completely understood.

FYI all cruise lines future cruise credits work that way. Or at least the mainstreams. Got 25% on royal once and it was calculated off the cruise fare paid ignoring any taxes or fees (or additional items like drink or dining packages). 

Actually this is not true, Carnival gave us 25% off the future cruise fare not what we had paid.
