  1. Its the norm for a T/A. I've had friends tell me that their TA would not honor a lower price outside final payment and that they do not participate in the bidding system for their guests. I think it just depends on the TA you use but its why I use a PCC, he has usually always responded within 24 hours to my emails unless something is happening that disrupts everything like Cuba or Dorian. 

  2. You could either send their manager an email detailing how helpful they have been and how much you appreciate them OR you could, if you really wanted to, send a gift to their work office and it will be given to them as soon as its received. You can always ask them the address if you really want to.

  3. If you want to change categories for any cruise, you need to take that days price and promotions, regardless if its an upgrade or downgrade. There may also be additional fees done by your travel agent as well, but because the cruise is in April 2020, there wont be any sort of cancellation fees on Norwegians end.
