If you only order drinks listed as those listed as included, is there any limit as to how many drinks consumed through the course of the day, and can you have several glasses of wine with lunch or dinner?

Since we will be in Bermuda on that evening, There is a Pub that can be walked too from the Ship, although the game will be late, Bermuda time.

:p All Rome Hotels are expensive. I can recommend a very nice hotel that is 200 yards from the Vatican and is in a very walkable neiborhood, at a reasonable price. Hotel Columbus is a former home to a Pope and is very historic with beautiful interior architecture and frescoes at a reasonable price for a Rome hotel. As for transfers, you may need to take a taxi to the hotel used by Windstar, but it is worth the effort. May I also suggest that you check with your TA about pre-booking and paying for excellent bus/walking tours before you arrive. They pick you up at the hotel and bring you back. Good luck!
