As well as the 21 tourists, the total number of infections reported is only just over 200. The main outbreak is south Kona and I have no concerns as there are plenty of other things to do which do not go to that region.

Self drive, as recommended by cruiseryyc, is without doubt far superior than doing a packaged tour.

Skagway is dropped by Westerdam for Sitka, I agree, it would be a lovely option. No rip-off junk and jewellery shops. :)

As an Aussie, NO, your present license is all you need. You do not need an International Driving Permit (no such thing as a License) and the IDP is only used to translate your own current license in another language where English is not an official language. I have never obtained an IDP and have hired in Alaska, western Canada, Colorado and Nevada.
Insurance has got absolutely nothing to do with an IDP or not.

Just a note to advise that I recently had the unfortunate need to cancel a planned NZ cruise with only 4 weeks notice due to urgent unforeseen medical needs for my wife. I had paid the little bit extra for the CPP, and after a very quick, no questions asked, phone call to the HAL office in this country, a refund of 80% of the cruise cost was received in 2 days.
A big thank you to HAL for that.
Now I only need to jump through the hoops of the travel insurance cover, which was free through my credit card, to recover the remainder. :(

That is actually not 100 passengers. It is ships having accommodation for more than 100 people including crew. From the link above:
"Transport Minister Marc Garneau said Thursday passenger ships with overnight accommodations for more than 100 people — including both passengers and crew — can't operate in Canadian waters until at least Oct. 31."
