Our cruise stopped in Dubai a couple of weeks ago and we didn't take the HOHO bus but I did hear that compared to the one in Cape Town which is around $17, the Dubai one was a rip off (Cape Town was a later port, hence the comparison). That's only hearsay though, but I also thought it sounded expensive when the reps at the port were handing out the brochures.
We caught a taxi back to the ship from the Dubai Mall and it was inexpensive so if you know what you want to see, a taxi may be a good option. Be prepared to spend a bit of time in traffic jams ;) as Dubai is very busy.
We went on a tour in a minibus which was organised by a fellow cruiser which is another option available.
Enjoy your time in Dubai whatever you decide to do. It's an amazing place.
