I checked with the castle directly about the Monday tour on our upcoming NCL Getaway cruise. They confirmed inside would be open for organized tours even though closed to the public.

I had good service from http://romashuttle.com/ both from Airport to Rome Hotel before cruise and from port to hotel near FCO after the cruise in July last year.
