We have been on Dream four times and three out of the four times we were told the cabin steward cannot remove the items from the cooler. We ended up taking the sodas out and putting them on a shelf where they could be seen by the person who comes along to check to see if we used anything and to charge us if we did.

 

My wife and I were on the Dream last month (May) and our steward took everything out of the fridge and put them in the shelves next to the fridge. We asked him the first night and he didn't have any issues doing it. The last day of the cruise we emptied out our drinks and he put the items back in the fridge for the next people.

Sorry the dog doesn't need to be in the MDR. If you need the dog for your sleep Apnea then leave it your room crated while your out or in certain eating settings. I wouldn't have an issue with it being walked around on the ship deck or other outside areas but it doesnt need to be around people eating or getting in the way of the servers.
