Just saw a large DoD travel update last week - Cozumel was ok to travel, with recommendations that you stay near tourist areas. Your AD hubby will still need OCONUS travel authority.

Cruise ports are generally ok. Best way to be sure is to check the Foreign Clearance Guide (https://www.fcg.pentagon.mil/‎) or ask your local security or travel manager. Travel data can change and FCG can be updated on short notice. Recommend you not place your faith in what someone else experienced six months ago.
