I think the independent shuttles are usually the cheapest way, unless you have a larger group and then a cab comes into play:

I've gotten the one in Roatan a couple of years ago. No one has ever questioned it through immigration since.

Are you flying in the day before your cruise? I hope so. Wayyyyy too many things can go wrong if you try to fly and sail on the same day.

As others have said, Galveston Express seems pretty good and cheap. Cruise line transfers are pretty restrictive in my experience because they only operate on the day of the cruise and are expensive. Wish there was Uber in Galveston! There are other options here: Houston to Galveston Cruise Transport
No matter what you choose, expect it to cost a couple of hundred round-trip unless you are going solo.
