which San Juan hotel is the closest to RCCL's Peir?

If you are refering to the Pan Am pier (where AOS departs from) the Caribe Hilton and the Wyndham Condado Plaza are the closest... but it's a cab ride no matter where you stay as there are no hotels extremely close to the pier.

Yes the AOS And i am looking at either The Regency or the Cribe Hilton which is better and why?

Two entirely different properties.

One is a 'basic' hotel similar to a Holdiay Inn, the other is a complete resort-type property.
