Pre- or Post- Cruise Italy mini-vacation ?

Consider the weather. It is likely to be better before your cruise and less likely to rain.

How exactly would one know if it were going to rain at the time of booking the airfare, cruise, hotels? Isn't that sort of thing done well in advance of the weather reports?
