Not a function of booking with a TA. Likely too early to book specialty restaurants.

I think you need to be closer to your sail date - like within 60 days. Not 100% though.

Ours didn't pop up till after the final payment date

I think 60 days out is correct before booking. We were not able to book before Christmas and we could Christmas Day and we sail this weekend.
