Dolphin Cove excursion

we will be on the falmouth, jamaica cruise in a week and I really wanted to do the dolphin cove excursion. on this particular sailing, it's not one of the excursion options to purchase, but i was considering using a tour company off the ship; however, when i called a couple of them, they told me that royal caribbean has a contract with dolphin cove and other companies can't book an excursion with cruise passengers... what?! so just because i'm on the ship, i can't do certain things in jamaica??

anyone have luck with booking dolphin adventure off ship?
