Royal Caribbean's age policy

Hi all, I plan on going on a Royal Caribbean cruise with my girlfriend. I will be 21, but my girlfriend will not be. I read Royal Caribbean's age policy, and it is a little confusing.

 

It says "guests under the age of 21 must be booked in a room with an adult who is 21 years or older... but then in the next breath says "A parent or legal guardian must accompany the underage guest in the same or adjacent room."

 

Anyone know for sure what it is...? Or, have any experience with a situation like this? Thanks.
