Can Diamond Crown & Anchor members e-mail the concierge in advance? Or is this something that only suite guests can do? How do you find out the concierge's e-mail address? Can you get it by calling Crown & Anchor?

This has been discussed many times in the past, and is answered in the "current concierges" thread. Anyone with a computer can email the concierge or anyone else on the ship if the address is known, even the hotel director and captain, although that would likely get you blocked from further attempts if it were unsolicited...
