Crown Bay to Bolongo is about a 25 minute drive in low traffic. That timing is through town and through Havensight. With traffic it takes longer. More ships means more traffic. There are taxis at Crown Bay. And at Bolongo there are usually a few taxis outside the lobby area, if not you can ask at the front desk to have one called for you. From a recent trip report regarding the taxis at Crown Bay not being too excited or motivated to take the person where they were going because there wen't a lot of others going that same direction - you may encounter the same experience. That said they are suppose to take you if they are on-duty. Maybe that person ran into a grumpy driver. There is usually a dispatcher with the taxi drivers keeping things organized, so speak wtih them. You can also pre-arrange a taxi, try http://search.yahoo.com/search?p=st.+thomas+taxis+rates&fr=yfp-t-305&toggle=1&cop=mss&ei=UTF-8.

Made that trip last week and it was indeed about 25-30 mins. Going there they loaded us into a open-air taxi with many others, dropping them off first at a shopping area. There was very little traffic on the way there. But lots of it on the way back (bumper to bumper starting at about Havensight) to Crown Bay. You definately need to plan well for the return. We paid $9 pp each ways. There was a taxi at Bolongo but I suggest that you figure out what time you want to leave and tell the front desk when you get there that you will need one then. We got a taxi that was waiting right away, but she was later dispatched and yelled at because she should have taken some guests to the airport instead. That means they probably had to wait for one. Will be writing my review on the restort soon.
