Kotor - Cetinje and Njegusi

We went to Kotor last year and visited Budva and Kotor. We hired a taxi at the port for four hours and it was fairly inexpensive, about 80 euros. Our cruise this year is making a stop in Kotor once again. Some family members are joining us this year and we are trying to decide whether to do the same thing this year or if it is worth booking an all day your that makes stops at Cetinje and Njegusi. Are these cities worth spending the time to drive there or is better to just spend our time divided between Budva and Kotor. We really like both cities last time. Thank you!
