Hobby Carnival Transfers

My flight arrives at Hobby at 9:35AM on the day of my cruise in Feb. Does anyone have experience with Carnival transfers and fog delays? I know it is iffy in February, if there is a fog delay do the transfers run on time or do delay them?

Second question. I see on the map there is a liquor store, Frankies, within walking distance from the pier. I can't find a web site for them or much information. Has anyone been there? Just looking to buy wine and cokes. My departure is on a Monday.
