Is the Port Everglades Mid-Port Parking Garage ever 100% Full?

Watching the Port Everglades web cam today, I see that there are more cars parked on the upper deck of the Mid-Port Parking Garage than I have ever seen. That tells me that the lower floors must be full. Driving to the port, I am wondering if this garage is ever sold out. Do I need a "Plan B"?

If the Mid-Port Garage is full, but space is available in the Garage by Pier 2, would shuttle service be provided between the mid-port piers and the garage?
