Called CR and was told that casino rates only available for sailings within 18 months. Is that true? Can't book any of the newly released sailings now and have to wait till it's within 18 months, at which point the rate would have jumped so much that there is no savings...

Yes it's true, I had a similar situation when Harmony first came out, CR told me there was no casino rates for the first year a new ship comes out.

If you truly want to sail on Symphony, just book it, I wouldn't wait to book as prices have already gone up and will come to climb.
