I have downloaded an audio tour, which at €3.49 (can pay in $) http://www.audioguide.ee/en/downloads/ There is a 2 page pdf. 1= Map (numbered) 2= numbered photos. We took a cab there, but many others walked. Below is a copy and paste from one of the emails I received from the hotel when we made our reservations. You should check, but last year the tours in English were only at 11:30am and 2:30pm.
