Sounds like you will be arriving at the passenger terminal just a short walk from the town centre. There some interesting bits in the exhibition centre as you walk thro the building and just outside there is a paved area with a small clock tower where there are lots of taxis /vans offering tours. There also a tourist office there where you can get stamps, maps exchange money etc.

Last year when we were there we docked outside the town in what looked like a commercial area and were bussed into town or the big supermarket nearby.

I have been looking at tours in this area for 2016 and was advised by two tour operators that when you arrive is dependent on seeing penguins. It was stated in one of my inquiries:

 

Please keep in mind that by that date(for me this was March 8th), the penguins have already started to migrate so we recommend passengers to not take this service(Otway Sound Penguin Colony) after February 25.

 

Don't know when you are traveling, but this is just a FYI.
