Last time I checked a map, it showed that Havana, Colon, Panama and a number of ports in Mexico qualified as foreign ports for this cruise.

All ships going through the Panama Canal have a scheduled entrance time that is booked months if not years in advance. My guess is that Regatta was proceeding at a speed to meet their ETA for the canal.
Regatta is currently at this location for a docking in Havana on the 25th and Miami on the 26th.

I have used my bank Debit/Cash card in ATMs to get Euros in Europe, Pounds in the UK and Yuan in China. All ATMs have easy instructions in the language of your choice.

Were you on an Oceania tender or on one provided by the local port authorities? On all our Oceania cruises, Oceania crew members were always on the tender dock to assist passengers.

Spirits including wines are sold in Quebec at Société des Alcoolsdu Québec (SAQ) outlets. There is one at 501 Place d’Armes, which is very close to the port.

When we were on a 16 day cruise on Nautica in a Concierge cabin a few years ago, we dined 5 times in Polo for no extra charge.

-1 On our South America cruise around the Horn, we spent 4 days in Buenos Aires pre cruise and 2 days in Santiago, Chile post cruise. We had a great time in both cities and felt quite safe.

It doesn’t look like there is a Roll Call for your April 11,2018 Riviera cruise. Suggest that you start one ASAP to arrange tours, etc.

We have sailed on Regatta five times never having any problems with food or service. We will sail on her again for the right itinerary. Recommend that you spend a few days in Vancouver post cruise.

A Google search indicates that the trip from the airport to the port will take about an hour by car. By the time you clear Customs andImmigration, it will be past 11:00 AM. With the travel time, you will not arrive at the port until after 12:00. Porters will be available to take your luggage.

When we sailed on the Celestyal Crystal to Cuba in February 2016, we docked at Cienfuegos. It was an easy walk into the centre of the city.

+2 I have sailed both Oceania and Celebrity and have enjoyed both. As I sit on my deck with a back brace for a fractured vertebrae, I envy all of you who are still able take cruises.

Traveling from Frankfurt to Toronto in 1996 on Air Canada, I had an experience similar to that of 4LakedLady. After going through the regular security, I was bused to the plane. On the tarmac, all baggage was on open carts. Everyone had to identify their personal checked bags and then they were loaded on to the plane, this all happened in the pouring rain.
