I think the biggest difference will be no assigned dinner times so therefor different wait staff each night. That is a thing that we are willing to give up for the relaxed due what you want when you want atmosphere of NCL.

While the form might not be asked at any point, NCL says it must be filled. If they had happened to ask for it, your brother would have probably been in trouble and in worst case been denied boarding.
No, it does not say that it must be filled for this situation. In fact, that form has nothing to do with the OP's original question. The form clearly states that the form must be completed if a minor is not traveling with at least one parent or legal guardian. In the case that the OP is asking about both children are traveling with one of their parents, therefor this form is not required.
If I decide to take my kids on a cruise and for whatever reason my wife is not going with us, NCL has no way of knowing if we are divorced, she is dead, she has to work or she simply does not like to cruise.
If there are no court orders from a divorce proceeding barring the parent from removing the children from the country then there should not be an issue. Even if there is it has nothing to do with NCL, and they have no way of knowing about. It is a legal consequence that the parent would have to deal with when they return.

The Ultimate Dining Package is available via pre-sell or onboard purchase on days 1-2 of the voyage only. On 3-day sailings, the package is only for sale on day 1. No refunds are available if fewer restaurants are visited. The Ultimate Dining Package is non transferable. A la carte priced restaurants and Ocean Blue are not included in the Ultimate Dining Package, but will be discounted 20% for those purchasing the package. Carlo’s Bakery items, Ice Cream Bar, Gelato, 24/7 Pizza Chef’s Table is not included in the Ultimate Dining Package. The UDP does not include beverages. Depending on when your cruise is the 3rd - 8th people may not be free but 50% off. That was the case with us. We booked under the January promo of UDP UBP and OBC. I called yesterday and changed to the UDP UBP OBC FFSF (that is a lot of letters). We only saved $150 (50 bucks per kid) but we sill saved something.

I don't recall reading anywhere in the terms and conditions after booking my cruise that said "I must buy" a pastry, or anything else, for that matter. The only thing that you "must" pay for is the cruise. The whole nickle and dimmed crap is a little old and exhausting.
To OP, if they are Cake Boss items there is a charge, if they are not Cake Boss there is no charge.

I have seen other people state the same thing. Having just got off the Dawn a few weeks ago and being in a Family Suite with a balcony (12520), which was next to a suite without a balcony, I did not find the one next to us extending any further out than ours. While standing on our balcony the exterior wall of the one next to us was virtually equal to our exterior wall. It may have extended perhaps a foot more than ours but certainly not out to our railing.
The rest of of your comment I agree with. Our suite was one the ones just outside of the elevator banks and it was noisy at times. I could sometimes hear foot traffic above. None of it was unbearable and I would book this same suite again.
I think it all comes down to personal preference. The wall of windows in the non balcony suites did look as though they would give you a great view to the outside. However, we prefer the ability to be out on the balcony in the fresh air without needing to deal with the crowds and noise of being on deck. As far as the balconies being uncovered and a lack of privacy, the people above on deck 13 really need to look almost straight down to see your balcony. It is still more private then being on deck with 100's of other people around you.
We spend time on deck as well, it is just nice having the option of a little quiet time when it is wanted.

For shows I would say you should do the areal acrobatic show. I can't remember the name but if it is still on board it is a must see.

Are you sure you didn't receive an on board credit from your TA for booking? Getting an OBC is usually what you get for booking, a FCR is what you purchase once on board and use towards a future booking. Let us know after your TA responds to your email please.

They also post them in the daily's, no need to go to spa to check. You can also book a time later in the day on the port day and still get the special. My wife booked one for 330, allowing us to spend most of the day in port and then she got her spa treatment.

We did all of the above mentioned on our recent Dawn cruise. All were good but Le Bistro stood out in service and food. Don't let the fact that there are no windows deter you. I have found that even when seated at a window, at night, looking out at a black ocean, there isn't much to see. The experience that we had at Le Bistro, even with our three young kids with us, was worth every penny.

OBC is per cabin. The promotions (UDP, UBP) are per person. If you have 4 people in the cabin you all get the UDP or UBP, depending on what you pick. However, for people #3 or above the beverage package is just the soda package. If in a suite you get all three packages.

All I can say is that my NCL page account summary says the same. I questioned my PCC and was sent the amenity page showing all listed cruisers and their UDP, UBP, and OBC. I don't know why it doesn't all show on the account summary. :( I just flagged the docs sent and will print them and bring them with me, just in case.
Same with us. I called back and was assured that we had all 3 because we had booked a suite. The PCC then emailed an amenity confirmation showing all 3.

Here is my question that I thought of on our last cruise. We all have passports. We do what I believe many, if not most do with them. Once on the ship they get locked in the safe. Lets say we miss the ship in a port. Doubtful since I am so OCD about it that we are usually back to the ship at least two hours before it sails. But for argument sake lets say something happens and we miss the ship. What good are the passports going to do us sailing away in the safe as we are standing in Roatan????

Just got off of the Dawn a couple weeks ago. We have already booked the Dawn for 7/15/16 Boston to Bermuda. That should tell you how we felt about the ship and crew, both were great. We looked at the Breakaway but could not justify the price difference, nearly $600 pp, just to be on a bigger/newer ship.

Le Bistro's filet was far better than the one served in Cagney's (more than once).
We were told they were "the same", but something was different!
And you asked about chicken, so you might try the coq au vin - it's done very well.

We just sailed the Dawn in a suite. You are going to love it. We have already booked another Dawn cruise in a suite. For us the saying of not being able to go back once you experience the suite life is true.
The Dawn is a great ship and so is her crew.
