That's going to depend on where you are, the time of year and the weather. I was in the Baltics and queues were non-existent.

 

Quietest days will be port days when everyone is on shore. If you don't want to miss the port, picking a tour that ends quite early means you see the area and get back to no queues.

That does sound probable. Costa Maya sounds like your best bet then. The slides are worth doing though, even with a bit of a wait.

 

It's also best to do the rope course on a port day - not only because of the queues, but because it gets surprisingly windy up there if the ship is moving.
