SCUBA in Europe

I am contemplating the Windsurf May 22nd. However, can we get any diving in, or will they say the water is too cold or what? Has anyone dove in Europe in May?

Last week I overheard a conversation between one of the dive ladies and a PAX about the dive program in Europe being a lot of advanced certification-related classwork and dives. Not exactly sure what she ment by that, but she wasn't talking to me and I wasn't going to Europe. Sorry.
